在《中美人才培养计划》项目平台上，中教国际教育交流中心和美国州立大学与学院协会不断探索和创新高等教育的人才培养模式，于2009年共同推出了“1+2+1中美联合培养实验班”模式（以下简称实验班）。实验班通过引入全英教学课程和师资等优质境外教育资源，对接中美院校的专业课程，将美方的专业课程设计与中方院校的本科培养方案相结合，建立中美高校学历学分机制，使学生在四年本科学习过程中，接受中美两种教育模式，从而建立起中美院校人才联合培养的长效机制。
